pleas is this is the way how to start process of getting married by proxy ?

Marriage by proxy is allowed in Colorado only if either the groom or bride cannot appear due to illness, is out of the state of Colorado, or incarcerated.

No it isn't! I have done the same thing by proxy and it is an important e-mail! the person is a saved contact of mine and organised everything all for me.
