It's an archive, so it's safe-ish to download, but there can be a virus inside. So then scan the archive with and anti-virus program.

a .rar file is semi-safe to download. It is compressed and must be decompressed before you can do anything with it, which is true for most compressed file formats. Any hidden virus inside must also be decompressed before it can do any harm. Download it, scan it with your antivirus software BEFORE you decompress it (open it) and see if it contains trouble.
