No legitimate site sells CD keys because you get the key when you buy the software.  If you lose the key, the company that made the CD will verify you have a legitimate copy of the program and will provide you with another key.

But the concept of going to some web site and buying CD keys, sounds like software p****y, which is of course illegal.  Giving your credit card information to criminals is generally not a good idea.
