More or less the same engineering. There's no ultimatum in the Phils to let TV stations broadcast in digital, so most of the TV's there don't have DIGITAL TUNERS. I'm not sure, but the model intended for Phil market(KLV-32D300A) did not specify that it has a built in DIGITAL TUNER. And the other model(KDL-32D3000) has DIGITAL TUNER as I saw it in the link you provided. That's maybe it has a suffix "A" in the model number: KLV-32D300A - KLV-32D300Analog.
