  1. More or less the same engineering. There's no ultimatum in the Phils to let TV stations broadcast in digital, so most of the TV's there don't have DIGITAL TUNERS. I'm not sure, but the model intended for Phil market(KLV-32D300A) did not specify that it has a built in DIGITAL TUNER. And the other model(KDL-32D3000) has DIGITAL TUNER as I saw it in the link you provided. That's maybe it has a suffix "A" in the model number: KLV-32D300A - KLV-32D300Analog.

    -from Sony Phils :

"Hi-Scan® is Sony's term for a set that doesn't have a built-in digital tuner. Also referred to as HDTV display, HDTV monitor, HD-capable and HDTV-ready, these sets require an external tuner, such as a set-top cable box or satellite receiver, to decode high-definition signals. In general, these televisions will have an analog tuner, making them capable of receiving regular-definition, analog broadcasts without a set-top box."
