Is this swing safe for my cockatiel-Cozmo?

I made a swing for my cockatiel and I want to know if it is safe

Well first, I got some stretchy wire stuff from a folder of mine(it consists of some material with strings of rubber band in it). I then put pony beads onto it which I obtained from an Asda Craft Tub. I then turned it into a bracelet type thing.

Then I got some white shoe lace, put loads of pony beads on it.

I then doubled up the bracelet thing i made first, and using wire from a kite(the wire you hold while flying a kite) Using that kite wire I tied the bracelet with the other part which was the shoes lace with pony beads on it to thicken it up so that the cockatiel would be able to stand on it comfortably. Some of the kite wire and elasticy stuff is visible and the cockatiel does chew on it but I was wondering if it is safe

Also, The bar spacing in my cage is 2cm exactly, is this safe for a cockatiel, he has managed to get his head stuck in it twice, but he has calmed down now, and he dosen't try to get his head stuck anymore..

To get his head stuck, he twistst it to the side, squeezes it through the bar and straightens so he cant get out. Ive seen him trying to do this but hefinds it very difficult to get his head through in the first place.

On your choice of materials, your best best is when in doubt don't use it.  The fact that you've posted a question here regarding your choice of materials indicates you have doubts.  The safest metals for any parrot include stainless steel and any lead free materials because parrots do chew and since your Cockatiel is chewing on the wire I'd advise you to either use a sturdy bird safe rope to cover it so he can't access it or try something different.  

    You can spend less than $5 on a bird safe swing at Petsmart and decorate it yourself with the beads and save yourself a lot of time and hassle.

    As for the bar spacing, 5/8" is the most appropriate bar spacing (1.5 cm) and since your Cockatiel is able to get his head between the bars your spacing is too wide, especially since he's gotten his head through the bars and gotten stuck.  

    How will you feel when you're not able to supervise him and he gets his head stuck again and then struggles and dies of shock and exhaustion?  It's just not worth it to risk their safety with cages and toys that are unsafe and/or not appropriate.
