  1. "per capita" and "per person" mean the same thing.


  2. No, per capita by definition means per person - you would just say that Georgetown has the highest per capita income/money in Georgia.

    Also, most money means very little...you could mean income, assets, money in the bank..it would be better to be a little more specific there.

  3. Say "Georgetown has the highest income per capita in Georgia."
