Is this true about wearing white or black outside?

If you're outside wearing white clothes, you'll feel cool (temperature-wise) but you have a higher chance of getting skin cancer/sunburns because the UV rays are attracted to you, but if you wear black you'll be hot but have a less chance of having skin cancer or getting sunburned? My friend claims this is true :/
