  1. Short answer is yes. I answered another question recently about Tijuana, here is my answer from before:

    I have been to Mexico City a few times, my husband is from Mexico (about two hours from the city) and I visit frequently. This considered, I would much rather go to Mexico City than Tijuana. Perhaps you havent paid much attention to the news/politics of Mexico recently. But the boarder is not safe right now. There have been many shootings in towns like Tijuana and Jaurez due to the stamping out of cartels and drug lords. The president of Mexico has been working very hard to find and prosecute drug lords and smuggleres of Mexico. But during this time, there is alot of fighting and violence in these boarder towns. Because of the increasing pressure many police and politicians are being murdered, as well as street gun fights within the cartels. The recent incident I am thinking of, 6 men of the SAME cartel killed each other in a fight in the streets of Tijuana. If you want to go to Mexico and would like to stay away from overcrowded beaches, I would suggest Guadlajara or another colonial town. My trips personally always take me to a very small town north-east of Mexico City where my husband grew up. I always enjoy myself there and am close to the pyramids.   2. It depends the time and the place where you are. There is drug violence, so if you are dealing drugs or around people who deal them, or if you are buying them you will probably get arrested, or shot by warring factions be it cartel vs. cartel or cartel vs. the authorities. You will get mugged if you are by yourself drunk at an ATM in a dark street where there is very little people around and you see only deadbeats around. It's all about having common sense. Tijuana is as dangerous as New York, Detroit, Paris, Mexico City, etc. All big cities, specially one that serves as the entry point of drugs to the millions of happy customers in the US, will have these kinds of problems. Even Guadalajara, San Diego, which are considered "safe" have these kinds of things happen, they just don't publish them. So it's not anymore dangerous than times past, just be smart and don't allow yourself to get in dangerous situations.

  3. I just got back from Tijuana last Friday.  Obviously, I survived. :) While it's true that crime has gone up a lot in the past year or two, it's not focused on tourists.  As the other answerer said, your safety depends in great part on you and on what you are doing while you are there.
