It's both.  A fruit is the ripened, seed-bearing ovary of a flowering plant, which a tomato is.  The word "vegetable" doesn't have a botanical or scientific definition, it's just a word that is arbitrarily applied to some of the plants that people eat.  Since people apply this word to tomatoes, tomatoes are vegetables.  Since "vegetable" doesn't have a specific definition, there's no reason that something can't be a fruit and a vegetable at the same time.
