Is toner just basically a dye? Or does it lift color too?

I don't have any bleach right now -- just wondering, would toner bleach it or is it basically just a dye?

I'm talking hair here. lol [:

A toner just makes dye not come out as brassy. It basically makes the color "true"     if  you know what i mean.

Toner is typically used after you bleach the hair to reduce any of the yellow.  That's all I've ever seen it used for, so I imagine that's all it does.  If you use the toner on your burgundy hair, since there is bleach underneath that color, chances are it will lift the color some, but if you want to go blonde, then you'll need to bleach it again.  Say goodbye to healthy hair for a while, but hey, it could be worth it.

Please don't do it yourself though. You are in quite a pickle, and I would leave this to the hands of a professional if you want results that don't look like c**p. Just sayin'.
