Canada if you are talking about the large city on the Canadian side of the Great lakes... have seen many small towns named after other places like: Mexico (ky.) Peru (In) Manilla (ky), Colombia (In) (Ky) (Mo) sure there are more... etc. etc. etc. // just thought would throw this answer in for those that have read the question and have a Toronto near them in the USA..

I can see your confusion, There is a Toronto in California as one poster mentioned. When you think about it the way in which that particular Toronto might be presented is : Toronto, CA

The same with Toronto in Canada, it can be written as Toronto, CA also.
