          The criminals use the lure of a lucrative job offer to get the job seeker to send cash (usually by Western Union or MoneyGram) to fake immigration officials or immigration lawyers or for some other excuse given. In real job offers you always apply for the visa at the embassy, consulate or high commission in your country, not with officials based in the country where you're trying to work.
