  1. Nope.

    Permanent members of the UN security council are China, France, Russia, the U.K, and the U.S.

    Venezuela went up for a vote against Guatemala for one of the non-permanent, rotating seats last year, but they lost the vote, and Guatemala consistently received more votes but not enough to win outright.  Ultimately, Panama was elected instead, as a compromise candidate.

    Venezuela hasn't been on the UN Security Council since 1993.

  5. No they are not. There ar eonly five permanent members: France, China, Russia, the United Kingdom, and the United States. Every other nation is elected for a 2 year period. Venezuela and Guatemala tried to win the seat representing Latin America, however at the end, Panama was chosen as a substitute because neither nation could obtain the require amount of votes to win the seat.
