    Vietnam is considered a trasistion economy. Although Vietnam is still under communist regime, the country is restructuring and privatization in order to create a financial sector and move from public to private ownership (small business)   Most big companies are still under the government control. However, Vietnam allows foreigners to bring businesses into Vietnam and slowly progress toward a market-oriented economy. Vietnam also modernize the economy and to produce more competitive, export-driven industries. Vietnam joined the WTO in January 2007.

  3. Yes. They receive donor assistance from the various "development" banks as well as friendly countries. VN has a goal to get their economy developed enough to no long be among the developing countries receiving outside aid, by 2010 I believe.
