Is voice message on a phone considered "talking", so you have to pay fee for it?

I guess it is but maybe there are exceptions.

  1. For "pay-as-you-go" VoIP services you generally do get charged for the call time of the connection to the voicemail box.

    The exception is when the call is an "in-network" call, where all calls are free.

    If you have "unlimited" service, then you probably will not get charged for the call time.
