Is water effective to wipe Raid bug killer off or should i use something else? Thanks?

Is your Raid Bug killer water based. If it is, water is good. If your Raid is not water based, just wipe it off with old newspapers. If it is on your plants, it is most probable it is water based. If it is petroleum based, you may burn your plants. Cover your plants with newspaper so that it won't be exposed to direct sun until the Raid evaporates.
