  1. No. They are different. But:

    The British accent tends to be a posh londener/cockney. And there are many variations. Same as the Welsh accent. Depends where you are. In wales there are:

    South Walian accents, Valley accents, NEW accents, North accents, North west accents. These accents can also vary from county to county.

  3. there is no such thing as a british accent you are probably thinking of standard english spoken by posh people in  the south. the welsh accent varies from being quite strong in the western valleys north of swansea and along the west coast to being almost like the british accent as you term it in the east of mounmouthshire and powys. the british accent should not be called a british accent as it is not spoken by most natives of wales scotland and northern ireland(apart from tony blair that is who was born and grew up in scotland)
