people are saying that woodcutting skill cape is only skill cape for non members is that true?

All skill capes are for members

you can only buy a skillcape when you are in a members world. Also, you can only do the skill emote while in a members world. However, if you are equipping a skillcape when your membership runs out, you will then be wearing it when you become a non-member, along with any other members gear you might have equipped.
