  1. Y would only be the vowel if there was no other vowel...which there are.  Two of them.

    Now my question is...why do you care?  Do you haev a vowel minimum?

  2. I think that "y" can be regarded as a vowel, on the basis of words like pry, try, cry, awry, wry, etc. I would say that in the name Kayser, which is based on Kaiser (from Caesar) it is indeed a vowel.
