i have a second cousin and i want to know if we are related by blood to a certain extent where we cannot be together...

one of my second cousins is my grandmother's brother's grandson...I don't think there's any way we couldn't be blood-related.

but i've always heard that second cousins CAN get together, though i don't see how. just don't get together, it is inappropriate.

2nd cousin is your cousins kids. The blood from your grandparents run thru your cousin thusly their kids too. You share bloodlines...properly
