No.  Menorca is one of the Balearic Islands.  The Baleares are an autonomous region, just like Cataluña is, Barcelona is the capital of Cataluña.  Palma de Mallorca is the capital of the Baleares.

The Baleares are Mallorca, Menorca, Ibiza, and Fomentera....I believe there might be a few smaller islands, as well, but those are the major ones.

No, Menorca is one of the three Baleric Islands which are just off of Spain - One is Menorca, one Mejorca and the other Ibiza. Although they are part of Spain.
