Isn't Ramos Horta top value ?

Ramos Horta to his great credit has stopped those wishing to hunt for Reinado.

I agree with u that it is top value but u cant base on it to assume he stopped hunters for Reinado alone...remeber that leader of the western last empire  sir  Golds Blake was  the first to aid Ramos troops..dont u think so....but  may be this is also an assumption..who knows.....
