  1. It is more of a term of possession or endearment.  Boat owners will will say she has a mind of her own sometimes and the engine just didn't wanna start today it ran fine yesterday.

The Titling of a boat is purely up to the owner.  Some people call there boat anything like "My Day Off" or Lady Elaine"

In some cases if the boat is a certain size you pay a "luxury Tax" on it or "her" and it has to be Called something in the state registry and the name has to painted on the back of the boat and with other details.

  2. There are various traditions of boat naming.  A prominent one is to name the boat for a woman, but there are others as well.  An admirable quality, like "Resolute" is one such tradition.  Here in Southern California it seems people like to name their boats in humurous ways, after sports figures or celebrities, or after significant events in one's life.  I saw one the other day named "My Lottery Prize", for instance.
