Isnt Chile safer and more developed than Argentina?

Yep, Chile is turning more developed than Argentina. However, Argentina is way more developed than Mexico.

Chile is by far in the right footsteps but Argentina is still more able to outproduce it and outperform it economically in the long run. Argentina has a vast array of problems as it has challenged Brazil for nearly 4 decades in military and economic supremacy. Argentina is playing a catch up role its debt is still enormous but Argentina is in a state of sleep in which Chile is taking advantage of.  

Also if so Argentina wishes to abandon it plan to challenge Brazil and concentrate on other more important issues it would find itself in a much better state.

In regards to Chile it land is almost identical to California making it quite rich in Agriculture and more desirable to live in.

Chile has shown it quite prepared military wise and Argentina is impressed but if these to ever duke it out Argetina would win hands down.

but argentina has an incredible amount of natural resources that chile will never have.
