my little brother thinks that the puppets are programed to do it and he dosent beileive jeff is really talkig for them please tell him that he is actually talking FOR them......

This is called "ventriloquism", the ability to "throw" one's voice to another location.

jeff is very good, as you do not see his lips move and he has good projection. If they do a long shot of Jeff when he is doing this, look to his throat, as it will still move as he is taking for them
