Isnt parks and recreation for the CiTY not the STATE right????

me and my friend are arguing about it and he says when he worked for parks and recreation is was for the STATE but i dont believe so.....i coulda swore its for the city. its in sac,CA to

pleeeeeeease help.

It's for a CITY. At my town, they say (Town's Name) Parks and Recreation. I'm not sure whether it's different elsewhere, but probably not.
