Isnt the rule if u get caught with steroids you cant participate in one olympics?

well a greek runner ( Fani Halkia) got drugged by her coach in 2004 and served her consiquence but stil was not allowed in the bejing olympics and banned her from going to the 2012 olympics in london! now is that fair?

I know of another two athletes who also served bans but were allowed to compete which makes a mockery of the efforts to discourage drug cheats,  especially given that one of them a Ukranian heptathlon medalist has now tested positive for steroids. Surely it should be compulsory- drug cheats should face a lifetime Olympic ban.
