If you are asking what the phrase means, it comes from the European Dark Ages when people lived in houses with thatch roofs.  Thatch is made up of carefully woven together and stacked piles of straw.  It kept out the rain ok and saved on using more wood.  The problem was that it couldn't hold much weight.  Animals, especially small pets like cats and dogs would sometimes get up on the roof (the houses were short and often had supplies stacked up next to them that the animals could jump on).  Sometimes, mice would live in the thatch and the cats and dogs would go up there looking for them.  The animals would eventually miss stepping on one of the support trusses holding the thatch up and fall through the thatch into the house.  When that happened it literally rained cats and dogs.

    Also maybe you've heard the phrase "carry the bride over the threshold".  The threshold is the bar across the bottom of a door.  It's usually made of wood, metal or stone.  The term aslo comes from the Dark Ages as they used thresh which is the left over stems and leaves from crops after harvest, to cover their floors.  This made the stone or packed dirt floors softer and provided insulation against the cold.  If you didn't have something across the bottomf of the door way though, it would eventually be pushed out the door by all the walking.  So, you had a thresh-hold to keep it in.
