Who are you trying to call, where is he located, and where are you located?

It sounds as though you might be in the U.K. and trying to call the U.S. or Canada, in which case 00-1 followed by the area code & number would be correct.

They probably have been disconnected, usually due to unpaid bills or if the person has moved or changed their number
