  1. It's not a simple true/false.  What kind of peripheral devices are we talking about?  

    For most plug-and-play devices (ie: USB), it doesn't matter which you turn on first, for others, it needs to be on for the PC to recognize it and load the necessary drivers during bootup (PS2 keyboards and mice are often like this).


  2. false. usually at least. most consumer devices are plug-n-play and will initilaize whenever theyre connected. It matters the device, though. Try without them and if one doesnt work keep it connected. Usually it doesnt matter though
