It is my friends birthday on july 4th. Does anybody know if they're any open-bars in NYC or Hoboken that night

and as in open bar i mean... pay a certain amount up front and drink as much as u can. thanks!

The only way you'll find an open bar in NYC is at a private party or wedding reception and they're not open to the public.  Unlikely you'll find one in Hoboken either...in this economy no bar can afford to have all the boozers like yourself coming in to freeload.

I would be surprised if many bars would be closed in NYC.  There will be lots of tourists around to serve, if not locals.

They list open bars and drink specials each week at lounges, clubs, bars and art galleries.  A lot of time is only for a specific beverage usually some kind of promotion
