It is not a hardware noise.. it sounds like a thunder storm.. its from the speaker or sort of virus.. :(?

This is from my laptop.

It is not constant noise... randomly it comes even if no program is running on the machine.

I had the weather channel desktop installed i doubt that mite be the problem i need to uninstall and check it again.

Unplug all the audio connections to the computer and see if it stops.  If not, your speaker amp's power supply may have lost a bad filter capacitor.  If it does stop, use a pair of headphones and plug into the headphone jack of your computer.  If you hear the noise, you may have a bad sound card.

Also, try resetting your audio levels to normal settings.
