The privilege of driving derives from your state issuing a driver's license.  If your exhibit bad driving behavior, a state may pull your license.  I see a lot of behavior on the road today which tells me we need to pull a lot of licenses.

As to the other part of your question, many economies will be in shambles.  Sadly it is taking such strong conditions to finally focus peoples attention on conservation.  Yet today as I ran 4 errands on my motorcycle, I saw so few cycles, scooters, or bicycles.  People seem in my part of the country unable or unwilling to make the needed changes.  And it will only get worse.  As an example I intend on stocking up on motor oil before the prices really go up.  I pull a small trailer behind my motorcycle.  I carried 5 bags of fertilizer and pet food.

I wish people would be more pro-active in regards to conservation.

What if we all WALK, or CARPOOL to work on WEDNESDAYS to cut cost on GAS?

If nobody bought gas on wednesday's and either walked, rode bike, carpooled, bus, or other, we could put a huge dent on gas prices!!! if everybody that reads this passes the info along and copies and pastes it in email to every one in their contact list, eventually more people would catch on to the fad and gas prices would eventually drop.

4 days a month is HUGE.

Lets all come together and do something about this RECESSION!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Now we only hope President Obama can save us fro the high gas prices, he will impose restrictions and regulate big oil to stabilize the price, and we will worship him as our savior
