It is ok that they can forward my certification from manila to cagayan..?

i hav a prob.. i want not to go to manila bec it is so expensive to there to get my certification.. it is ok that they will forward it to me here in my place cagayan de oro city.. bec my husband need it so that we can send it to nvc bec it is my requirments for the spouse visa..
