It is possible to live with a fellowship during graduate studies?

I want to know if it is possible to pay all expenses with a graduated fellowship given by a university...

Depends on the fellowship and if you want to live in "safe but somewhat affordable" or "unsafe but affordable" housing.  My fellowship doesn't pay enough to live, but I am lucky and have some family support.  I happen to live in "safe but somewhat affordable".  If I lived in "unsafe but affordable" housing and never ate anything but meals that cost less than $2.50 a meal to make I could afford to live on my fellowship.
