    in parts of india they do not have a modern infrastructure to cope with the burgeoning demands of the over grown populace

  4. Yes it is true.  They do not have a very robust electrical grid system.  They are forced to do load shedding during the day during peak usage to conserve electricity.  This means they have to shut down certain parts of the grid.

  5. It is not true elasticity is a major problem in Punjab. how ever load shedding is there but less than other state in India
