It it a violation of copyright to edit someone else's work?

If you have a picture and edit it for whatever reason, say by removing background, recoloring, resizing, and adding things into the picture, is that a violation of copyright?

.   Yes.  Only edit things that are offered in the Public Domain.  But if you don't make money from it, why would anyone care.
