It it ok for somebody to go to school here in US even if he/she is just here w/ a 2yr conditional visa?

It's ok to go to school here if your illegal...it's the legal citizens that have to prove they are a resident of a town these days.

There is no such thing as a conditional visa; do you mean a two-year condition green card based on a recent marriage to a US citizen?  If so, the holder is allowed to study, work, and do everything else that a 'normal' green card holder is allowed to do.
