It keeps flashing CHARGE

Question

i have had it for LESS than 3 months. i have Cleaned it regularly (the razor). i have cleaned the container with the Fluid 4 times. i have gone thru 3 bottles of fluid. 3rd one this weekend. when i REplugged the plug, it Constantly blinked CHARGE even tho it was empty. how come? should i take it back to the store wher i got it from? the motor for the razor to be cleaned does NOT work either. it just moves a 1/4 inch.
