It looks like epoxy on my boat?

I have a hole in the keel toward the bow of my fiberglass boat. It looks like it was once patched up with epoxy or sumthin brownish and hard. What can I do to fix this, in details please, I am new at all this.

  2. If it poses a problem and has to be removed, grind out the old and clean out the spot. Take some Adtech filler, fill in the damaged area, sand smooth w/ 80 grit, apply new gel-coat, wet sand with 800 or 1000 grit, buff with rubbing compound and you should be good to go. If it doesn't have to be removed then just sand smooth and re-gel, wet sand and buff-out. Epoxy filler is recommended for under the water line repairs.
