It says my card is closed and can not be used...

I just bought and activated a Green Dot Visa Card. I have not recieved the card in the mail yet, but when I make an online transaction it gets declined and says "card is closed and can not be used..." Does anyone know why this happens...also does anyone know what the small card on the bottom of the package is used for when you buy it. (bought it at Walgreen's) thank you and please help!!!!

When you get the card you will notice a gummed label stuck on the card that will say something like:

"To activate your card call this toll free phone number from your home phone or contact us at www.creditcardco.com/activate"

The account isn't opened for charges until you activate the card .
