It wont start up.

Question

Ok, so one day my laptop was going very slow. So i shut it down and turned it back on. The screen showed the COMPAQ logo and then went black. After about 5 more min it said "Windows could not start because the following file is missing or corrupt:

<Windows Root>\system32\hal.ddl.

What is going on?
