It would be ok to go to puerto rico right?

my bf isnt allowed to leave the country for a few months because of he got into trouble with the law last year. We wanted to go to puerto rico because i heard its part of US territory? right? you dont even need a passport? or thats what ive herad from commercials. Would it be ok for him to go to puerto rico?. last time we went to a different state he just had to ask permission from his patrol officer and it as fine. we should have any probalems right?
