No, you cant.

However, if you feel out the citizenship form after getting your 'permanent residency'. I think it will take about 6 months after filing for the citizenship. But first, you have to open your permanent residency.

Yes you can get it but it is difficult but possible. you have to proof your relationship and much paper work.
