Items on sale for...?

if something is on sale and it says "3 for $1.00" does that mean that you have to buy three to get that discount or you could get one for 33 cents?

Usually, it means you will get 3 items for a dollar.

It usually means buy three not 1 for the discount. Same with the $7 pizza thing. They only sell 3 pizzas not 1 for 7. It sounds better then 3 for $21.
