If one cant work with the itin number how is one going to pay taxes?

The ITIN doesn't allow you to work.  You use the ITIN to pay your taxes.  The 2 are mutually exclusive.

It's possible to have income without working and many if not most folks with an ITIN have it exactly for that reason; they're not eligible for an SSN but have taxable income from investments, etc.

It is not ITIN number--that would mean Individual Tax Identification Number Number.

The question is nonsensical:  If you aren't allowed to work and don't have other non-wage USA source income, you are not going to be generating a USA tax liability that needs to be paid.

They can also be issued to some alien children so that their parents can claim them as exemptions.
