Yes.  That sounds like you're asking people for gifts.  Just have an Autumn Party, or Harvest Party, or whatever.....

I'd say it's too late if you haven't done any major work on the house in those 3 years.  But if you had moved into a house still finishing up construction or you did a major remodel or renovation, then I'd say it would be fine to send out invites that say "Our house is finally finished!  Come celebrate!"

yeah - but have a party to celebrate your house & yours 3 year anniversary! look for pictures of your house from when you first moved in and put them in an album for the party!
