Honestly, you can do it either or. In my opinion, it'll be easier to braid it in a circle (if you are doing a full sew-in closure). I just got done with my mom's hair like 30 minutes ago. What I did was make one cornrow around her whole head starting from the nape of her neck going into a circle until I got to the center. And then I sewn that one little braid down.

Remember, however you braid it, none of the hair should be hanging down. You should sew the hanging braid to the scalp/cornrow in the person's hair.
