  1. Sure you can.  You might want to wear some layered clothing to keep body heat in as well as limit the amount of moisture you'll get from being out in the snow.

    Oh, I see what you are asking now.  Can one determine when it is zero outside?  Based on the snow, you can't, because snow can fall over a wide range of temperature, and the flake temperatures can be different than the air temperatures.  It depends on the temperature profile of the atmosphere.

    Also, the upper atmosphere may be cooler than ground level, so snow may form high altitude and melt at the lower.

    Other factors: Impurities in the water and air pressure.

  3. Yes, when you observe liquid and solid water coexisting everywhere.  I guess that means slushy snow falling (if that's even possible).
