Itty Bitty Bugs in water dish??

My cat is an outdoor cat, and when we set out water for her and come back the next day, it's full of clumps of really tiny reddish brown bugs, almost like miniature ants. They're so small they look like dots or specks, and she won't drink the water. They've been there every time, but they haven't been here in the past. If it's any help, we set her water out in the garage. Help?

Not sure what the bugs are or if they are harmful, but you didn't say where in the garage you put the dish.  Try putting it up off the floor, like on a workbench and see if it helps.
